Why don't the NHS charge for treatment to people who do not qualify for free service. In France if you cannot produce the relevant paperwork you pay. I thought it was the case in France that you pay upfront, for everyday services at least, and can claim the expense back - if you have the relevant paperwork. I'll have to check this with our franglais house guest when she gets back ce soir.

[Yes, A&E services in the UK are free for tourists, as long as they don't include emergency treatment after admission to the hospital. Other free NHS services for tourists include: Diagnosis and treatment of some communicable diseases, such as HIV, TB, and MERS COVID-19 investigation, diagnosis, and treatment Diagnosis and treatment of sexually transmitted infections Family planning services Treatment for physical or mental conditions caused by domestic violence, sexual violence, female genital mutilation, or torture Palliative care services NHS 111 telephone advice line] As someone who worked in the NHS for a long time I can tell you that doctors want no part of charging NHS patients. They are adamant that if patients need to pay, then there would have to be someone or more than one person in every department whose job it was to go round and charge patients. The always refused to discuss charges or give patients a bill. They said they treat people they're not accountants. Most of the list above are communicable diseases and doctors feel strongly that if we don't treat the person with syphilis or TB they will only go on to infect other people. Therefore treatment of communicable diseases is free. Contraception is free for obvious reasons, however it is rarely requested by tourists but is requested by women coming from countries where seeing a doctor is difficult for a women. However, most of these women tend to go to Harley Street or other private clinics as they are looking for long term contraception such as implants and coils. They feel that private clinics will keep their details more confidential than the NHS. No foreign tourists get free palliative care treatments, although they may get a bed and pain relief whilst they die (usually hours rather than months etc). Foreigners and tourists needing treatment for rape and female genital mutilation are rare. Asylum seekers can request help with trauma and similar but they wait the same length of time as anyone else to see a psychiatrist - currently about 250 days on average. Everything else has a charge. The NHS is not geared up to get the money easily except via travel insurance and the EHIC Card (or equivalent). Some people automatically offer to pay because that is what they would do at home and they don't have a problem with that. If we want the NHS to get better at this then we need to set up more admin jobs to do it - nurses and doctors aren't going to.

Of course no medical or nursing staff should be involved but a layer of admin is perfectly feasible. They obviously do it in France...It'll cost, but might reap higher £ benefits. I see a shed load of money is being thrown at the NHS tomorrow without a single mention of changes in the way it's run. Same as pay rises given recently to train drivers, without any expectation of improvement in working practice. This sort of thing infuriates me.

It looks like the NLW is going up, estimates or guesses are 5% or 6%.
Most of this NHS money is going on new equipment to update scanners and other radiology equipment, there will be AI scanners in major hospitals. Many straightforward x-ray units and mammography units will be replaced with more up to date gear that is more accurate. A lot of the reason people wait so long to be seen is that many hospitals are constantly waiting for old equipment to be repaired. We also need more Proton radiotherapy units and 3D colour ultrasound scanners.
Then there is overtime to get waiting lists down.
This is all separate to the consultation on change.
It has all been explained, but the news ensures most of it is on page 4 etc.
There were changes for train drivers. Clearer progression and training for promotion. Different pension schemes for new drivers and some reduction in annual leave e.g. accrued over a certain number of years etc.

Remember whatever happens tomorrow, we are not women in Afghanistan.
This week the Taliban have banned women from talking to each other in public, banned them from talking to men not in their family, banned them from saying prayers out loud and banned them from talking too loudly in their own houses in case a neighbour or someone going past can here them.
It will be forbidden for women to have passports and to leave the country even with a male family member.
They have also announced that they will start stoning women who break religious rules.
They have also banned any images of people. Only male voices will be heard on the radio and TV.
How lucky are we!
So if we end up paying a bit more taxes, we're still very lucky. I am saying this loud enough for anyone going past to hear.

They only found these things after a search of his property and his parents house He is not being charged as a terrorist, he is being charged with having dangerous things in his possession. They have no evidence he intended to use any of it. He is being charged so that there is no possibility of him leaving prison. These charges will add to his sentence considerably. What we can all conclude is that he was/is dangerously mad. That does happen.

It was all kept quiet - the police would've known within hours of that search. And therefore so did the PM, but nothing disclosed until the Budget story can take centre stage. Looks like a duck, quacks like a duck etc. Ricin? And what recipe do you use that in? Dangerously mad? How do you get that? That has not been mentioned at all though it was disclosed shortly after the attack that he was diagnosed having ASD. I don't count that as madness. Actually, the budget: I think you could say it was a 100% Labour budget. Good in some respects but disappointing in others. Capital gains hit hard at all levels but then you could've predicted that and the aim at that sector. Loads of money for NHS - but no mention of reform or money saving - so needed. Money for education and SEND - good - but even that needs a lot of control: in my experience, those whose parents shout loudest and make a nuisance of themselves get funding - and NOT necessarily those with the real, or greatest need. Clobbering employers with NI hikes is a danger - especially for small businesses. Those ither additional employee benefits make things much harder for SMEs. And Growth? I'd be surprised....🤔

Businesses with 8 employees or less will not be affected. So the genuinely small businesses are protected.
Reeves said this was a one off budget to put things back on track.
They have 5 years of this.
House building produces work, energy projects create work, so it's not only hospitals and schools.
Closing loopholes in tax avoidance is something most people have been shouting about for years. Then when someone does it, everyone gets angry.
Having nursery classes in all primary schools plus breakfast clubs is a great step forward and will help many parents.
Carers can now earn £195 a week which mean lots won't have to leave work and may choose to ŵork part time.

As for the rest of the budget - much of the extra money for the NHS will be used to fund higher salaries for doctors, so patients are unlikely to see a difference. I share Maris’ view that this is not a budget for economic growth. Does this Keynsian-style theory of using government money on social building projects really work? At least some forecasters seem to be saying the outcome will be a disappointing one.
