They have these in Germany and Belgium too, maybe something to do with Catholic countries. However, babies still get abandoned in these places, because people do it in secret at night. Most abandoned babies are found say the police. That can only be a presumption, we can never know how many weren't abandoned but simply buried.

I worked with an Irish midwife years ago and before she came to the UK she worked in Cork. She used to say that nobody wants to dig up their gardens in Cork to put in lovely flower beds, people are more likely to put paving over it! I think the time in which you were required to register a birth in Ireland was extended and one time to encompass the number of babies dying in the first few weeks and saving the parents the cost of registering the birth. She said it was because the authorities didn't want prisons full of parents. If you don't have to register a birth, you don't have to register a death.

I can only think of one reason someone doesn't want to be found?
