It has been mooted that schools should teach British values
Well, how would you define those? Warm clean beer and fish and chips? (Neither of which is British) Football hooligans having a punch up and destroying your front garden?
Maybe an old lady sitting in a tree and saying 'You are not cutting this down'
Or what???

It sounds like something a poly would say, so it's not surprising if it means sod all.

I heard this morning that it has been suggested that speaking English should be regarded as a British Value.
Hmmm.......
Bearing in mind that a fair few of the indigenous polulation of GB don't speak intelligable English of course.

You surprise me that 19% of Welsh don't speak English. I would accept that it might be their second language, but are you sure that they are unable to speak English?
