But prostitution is not illegal. It is soliciting, and living off immoral earnings which is the illegal part.
I have some misgivings. I think the status quo, where provided people behave reasonably they are not usually hounded is OK. If you legalise I can see all sorts of problems.

That is not in fact an isolated case. However I can't quite see how legalising prostitution will prevent predatory men targeting vulnerable young (under age) girls.
There is a lot of prostitution in my city, and from what I learn a prostitute can be obtained for very little money. However those with a preference for very young underage girls will not be catered for by making prostitution legal. Sex with those girls regardless of payment will still be illegal.

You are missing a very vital part of the argument. Many men and women, through no fault of there own are incapable of getting sexual satisfaction, in the usual manner( ie by chatting up). Whether it is a physical or psychological problem, they cannot enter into an unpaid assignation. Would you, cruelly, deny them basic human comforts. Some are widowed or divorced and not seeking a fuller relationship but still have needs.Is it wrong for them to have sex?

That Arena is a valid argument, but even now such people can go to a 'massage parlour' for £50 and get what they want or need. And if you browse the personal columns of almost any local paper you will see ads for girls who will visit you.
If you make a brothel legal where are you going to put them? And don't you think that the gutter end of the press will stake these out hoping to take pictures of someone who might be a bit more high profile than the norm. You only have to look at so called papers such as 'The Bristolian' to realise that there are people around who will go to considerable lengths to vilify almost anyone.
And what about the 'working girl' who has seen better days. She is not going to be employable in a legal brothel, so I suspect she will still find trade much as before at a lower price than charged in a legal brothel.
I am all for freedom, and not in the slightest prudish, but I just don't see legalising brothels as a sensible move. I can't see it solving a prolem because I don't actually think there is such a big problem.
One could argue that it will stop some pretty disgusting people controlling street workers who are desperate to feed a drug habit, but those same girls will still be unemployable in a legal brothel.
