seems bit silly for anyone living in sspain to claim heating allowance unless thwy are in the mountains

The issue is that the people living in Spain/France etc have paid in their contributions just like those in the UK. Like us they are probably still paying in to the UK tax system as well. All state and public service pensions are taxed at source so no option - believe me we tried!

The real issue methinks is that of universal benefits. I get a heating allowance, and a bus pass. If truth be told I don't really need either as I rarely use the bus pass and in the winter would have no problem keeping warm, or even hot without the govt giving me money.
The solution to be on the heating allowance seems simple. You count it as taxed income. Then the rich don't get as much as the poor. Other than those that only pay 20p tax on an income of a million becasue their tax affairs are organised from Peru or somewhere.

With the French system, if you install double-glazing/roof insulation or any other energy saving thing, you send the bill to the tax people and a portion is deducted from your tax*
* If you are too poor to pay tax, you get a cheque for the same amount.

If you can afford to winter in a warmer climate then you can afford not to have the winter tax allowance. Perhaps it should be means tested too if you stay in Britain for the winter. Higher rate tax payers- less allowance.
We cannot pick and choose where our taxes go!

We pay our taxes and always have done - just because some people choose to retire elsewhere doesn't mean they are not entitled! Paying our taxes in the UK should give you a huge clue! We don't benefit in any way shape or form from the taxes paid into the UK economy. As I have said previously I have no axe to grind as we don't get the winter fuel allowance anyway BUT as an example my OH's retired caretaker now lives in Spain where the climate has improved her husbands health greatly. they are not well off, still need heating in the winter so why should they be deprived? It is the thin end of the wedge and one day you may realise it.

The southWest of France gets far lower winter temperatures than Britain. The lowest I have experienced here is -24...............

So should those living in Singapore get winter fuel allowance? And should our taxes have to pay civil servants to work out how hot or cold it is where retirees choose to live? Unfortunately all sorts of benefits are being cut and the country has to make economies to try and make ends meet.

I was acutely embarrassed when I received £200 for a winter fuel allowance that I didn't need just because I'm entitled to it! TJ
