I spent quite a while looking for decent subtitles for films that I have, and sometimes editing and syncing them as well. Many foreign language films don't have official subs, but there are civic-minded people who translate and write out the subs for films that would otherwise have to go without.
These are not perfect - occasionally you'll get a question mark if whoever it is can't hear what someone is saying, and sometimes - if the talk gets a bit technical (as in a conversation about counterpoint in the film about the early relationship and courtship of Robert and Clara Schumann, Spring Symphony) - just leaving it altogether, so you'll get a section with no subs at all; and one time - for a section of raving and shouting - the subber started off more or less word for word, then slipped into just giving an impression of what was being said ("Angry shouts"), finishing with "Carries on, and on / Ain't nobody got time to translate all this," before going back into normal translation when the rant had ended.
