Is this all a bit Machiavellian? Leadsom wanted May's job but had to withdraw after she made inappropriate comments about May having no children She is also firmly in the Leave camp being a disciple of IDS, and Fallon is a Remainer It is all a sign of May's weak Leadership and impossible position in government

What was said before, Where were they What did she say
As we don't know these facts we can't really say whether this was an unwarranted lewd remark made to a fellow colleague or whether this was a bit of a joke. Leadsom hasn't leaked this, she went through proper channels and reported it so we can take it that she didn't think it was appropriate at the time but context is all.
For example last year (perhaps the year before) a policeman arrested a young man for using foul and abusive language, when it got to court the judge threw it out remarking that the policeman could not have felt abused by the language in question having heard it on a regular basis and no doubt used it himself when he was angry and that in the context of the incident the judge did not feel it was anything more than an expression of outrage at being stopped and searched by the policeman. He advised the policeman to stop wasting court time. So we do need the answers to the questions before we decide.

That sounds sensible, almost too sensible for our usually "bend over backwards" courts
